2015 INAFSM Proposed Bylaws Change

Dear INAFSM members,

As you may remember from last year’s general membership meeting we discussed the idea of changing the by-laws to include Regional Directors to serve on the board. This mimics ASFPM and would allow representation from different regions of our great state.

The membership recommended that the board take a year and review this idea and present it again at the 2015 conference.

Therefore a subcommittee was formed and the committee presented 5 options to the INAFSM Executive Board earlier this year. The INAFSM Executive Board then voted to narrow the field down to 3 options, which are included below. Please review these options and be ready to take a vote at the general membership meeting during the upcoming annual conference.

PROPOSED OPTIONS

Option #1: Do nothing; make no changes

Current INAFSM Board - 9 Voting Members (5 Executive) and (4 Committee Chairs):

Chair
Vice-Chair
Secretary
Treasurer
Past-Chair
Floodplain Committee Chair
Stormwater Committee Chair
Awards Committee Chair
Outreach Committee Chair
Conference Committee Chair (typically been the Vice-Chair of INAFSM)

Option #2: Make the following changes to the current INAFSM Board AND establish three (3) Regional Director Positions whereas one nominee must represent each of the three (3) Regions (North, Central, & South) using IDNR-DOW’s Basin Map as a guideline.

  • Move Awards Chair to non-voting position under Conference Committee Chair;
  • Move Outreach Chair to non-voting position under Executive Director;
  • Re-establish Legislative Committee;
  • Make Legislative Committee Chair a voting member of the Board;
  • Establish Membership Committee;
  • Establish Membership Committee Chair as a non-voting position under Executive Director;
  • Add three (3) Regional Director positions to the Board elected by the general membership;

Option #2 INAFSM Board – 11 Voting Members

(5 Executive) and (3 Committee Chairs) and (3 Regional Directors):

Notes: Awards, Outreach, Floodplain, Stormwater, and Legislative Committee Chairs shall be appointed by the Chair and conferred by the INAFSM Board immediately following their appointment. In the event that no nominations are received for the three (3) Regional Director positions, the Chair shall reserve the right to appoint such Regional Director(s) so long as the three (3) Regions are represented.

Benefit of Regional Directors – They could assist the Committee Chairs with Education / Outreach efforts as well as promoting and recruiting INAFSM membership.

Option #3: Make the following changes to the current INAFSM Board AND establish three (3) Regional Director Positions whereas one nominee must represent each of the three (3) Regions (North, Central, & South) using IDNR’s Basin Map as a guideline. 

  • Retain Chair, Vice-Chair, Secretary, & Treasurer Positions as the “Executive Board”;
  • Amend Job Description of Vice-Chair to include serving as the Conference Committee Chair;
  • Change Past-Chair position to an “Advisory” non-voting position; Past-Chair would be responsible for assisting the Membership Committee Chair with membership outreach and recruitment;
  • Establish Legislative Committee Chair position as an “Advisory” non-voting position under the INAFSM Chair;
  • Establish Membership Committee Chair position as an “Advisory” non-voting position under the INAFSM Executive Secretary;
  • Move the Awards Committee Chair position to “Advisory” non-voting position under the INAFSM Vice-Chair who serves as the Conference Committee Chair:
  • Move the Outreach Committee Chair position to “Advisory” non-voting position under the INAFSM Executive Secretary:

Create three (3) Regional Director Positions whereas one nominee must be elected from each of the three (3) Regions (North, Central, & South) using IDNR-DOW’s Basin Map as a guideline. Each of the Regional Directors would be responsible for assisting the Floodplain and Stormwater Committee Chairs with their Education / Outreach efforts, Legislative Committee Chair with Legislative Issues, and Membership Committee Chair with membership outreach and recruitment. In the event that no nominations are received for the three (3) Regional Director positions, the Chair shall reserve the right to appoint such Regional Director(s) so long as the three (3) Regions are represented.

Option #3 INAFSM Board - 9 Voting Members
