Kenny Hale Morgan County Planning Director
For INAFSM Chair (First term in new position)
BIO: Kenny wears many hats for Morgan County. He has been Plan Director/Floodplain Manager since 2004 as well as the 911 Coordinator since 1999. He served on the County Council from 1999 to 2014 and served as Council President for 10 years. The six years prior to becoming Council President Kenny served as Council Vice President. He is the Purchasing Agent on all land acquisitions for the county. He is an ASE Certified Tech and a Certified Welder as well as a Heavy Equipment Operator. He was a Sole Proprietor for 10 years. Kenny has been married 34 years to the best wife ever and has two daughters. Kenny has also been a coach for girls’ softball for 15 years, taking six different teams to the State Little League Championship finals. Kenny currently serves as INAFSM Vice-Chair.

Lori Gates, CPESC, CPSWQ, CMS4S, CESSWI - Christopher Burke Engineering Senior Project Manager
For INAFSM Vice Chair (First term in new position)
BIO: As a Senior Project Manager with Christopher B. Burke Engineering, LLC since 2003, Lori is responsible for  ensuring that all municipal, construction, and industrial storm water quality projects and permits are in compliance with the NPDES Storm Water Permit program, including Section 402 of the Clean Water Act, the Phase I and Phase II MS4 program permitting programs, the Construction Run-off program, and the Industrial Run-off program and project oversight of on-going required permit implementation activities. She has worked with over 40 MS4 entities throughout the state of Indiana.  Lori was previously the State Stormwater Coordinator at IDEM.

She received the INAFSM Chairman's Award for Outstanding Service in Support of INAFSM in 2006 and is a past chair of the state-wide Stormwater Committee. Lori also is a Past Chair of the EnviroCert International Board of Directors and is the Past Chair of the Certified MS4 Specialist (CMS4S), Inc. Council. She was a primary author on the CMS4S Review Course manual and is an Approved Instructor for the CMS4S and Certified Professional in Stormwater Quality (CPSWQ) certifications.

Currently Lori serves on the INAFSM Board as the External Associations Liaison where she is actively connecting INAFSM with interested partners such as a newly forming National MS4 Association.  She is also assisting with the effort to draft and implement an overall Strategic Plan for the Board to provide a strong, solid foundation for the association as well as enhance membership value.  She is active with the INAFSM Stormwater Committee and was a contributing author to the new, soon to be released, Pollution Prevention and Good Housekeeping Guidance Document.


Joseph Miller, PE - Banning Engineering Project Engineer/Manager
For INAFSM Secretary
 (First term in new position)
BIO: Joe has more than 11 years industry experience, and holds a B.S. in Civil Engineering from Rose-Hulman Institute of Technology. He is a registered Professional Engineer in Indiana and also a Certified Floodplain Manager.

Joe has been a member of INAFSM for 10 years and has participated in the Floodplain Committee for many years and also served as chair of that committee. He has helped organize numerous lunch-and-learn activities and participated in INAFSM board meetings even prior to his current board service. Joe has played an active role in INASFM conference planning for the last several years as well. In addition to Joe’s membership with INAFSM, he is a member of the Association of State Floodplain Managers.


Michael Sears, PE, CFM 
Morley and Associates, Inc. Water Resources Engineer
For INAFSM Treasurer (First term in new position)
BIO: Michael is a Water Resources Engineer with Morley and Associates, Inc. in Newburgh, Indiana (Evansville area). He has been with the firm for 18 years, and he holds both B.S. and M.S. degrees in Agricultural Engineering from Purdue University. His M.S. thesis and research was an assessment of the potential benefits to surface water quality when energy crops are introduced into agricultural watersheds in various fashions. Michael is a registered Professional Engineer in the State of Indiana, and he is an ASFPM Certified Floodplain Manager.

Michael has been an INAFSM member for over 11 years. He also holds memberships in the American Society of Agricultural & Biological Engineers (ASABE), American Society of Civil Engineers (ASCE), National Society of Professional Engineers (NSPE), Association of State Floodplain Managers (ASFPM), Indiana Water Resources Association (IWRA), and the Indiana Society of Professional Engineers (ISPE). He is also a member of the Order of Engineers.

His current responsibilities primarily center on hydrologic and hydraulic assessments for project design and in support of local, state and federal permitting. He has contributed to FEMA Flood Insurance Study revisions in 14 counties in Southern Indiana. His other responsibilities at Morley and Associates, Inc. over the years have included residential and commercial subdivision drainage plans, site development plans, erosion and sediment control plans, wetland investigations, comprehensive plan updates, construction supervision, computer systems support, and applications of geographic information systems (GIS).
