Manages and directs planning and building inspection services of Morgan County and supervises Plan Commission staff.  Implements policies set out by the Planning Commission and County Commissioners.  Manages, coordinates and organizes the agency’s overall operation and serves as professional advisor to the County Commissioners.  Responsible for developing, maintaining and administering a comprehensive planning program for Morgan County.

Essential Duties and Responsibilities:

The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive, and other duties are/may be required and assigned.

  • Initiates and coordinates the development of plans, studies and regulations necessary to implement the goals and policies of the County.
  • Supervises Plan Commission employees; assigns work and reviews completed work assignments; responds to problems and questions from employees; provides job training and instruction; implements discipline and discharge procedures; interviews and selects applicants for hire. 
  • 911 addressing.
  • Provides professional support and advice to the Plan Commission, County Commissioners, Board of Zoning Appeals.
  • Reviews, interprets and makes recommended changes to the existing development regulations of the County. 
  • Directs the enforcement of all building codes, zoning ordinances, construction practices and mechanical, electrical and plumbing codes.
  • Performs other related essential duties as required.
  • Supervises, directs, evaluates and coordinates staff, handles employee concerns, questions and problems, assigns work, counsels employees and conducts disciplinary and other personnel actions.
  • Prepares budget, approves purchases for Planning Commission, monitors’ expenditures for budget compliance.
  • Interprets federal, state and local regulations and ordinances.  Determines regulating limitations on projects.
  • Reviews and recommends development proposals for compliance with various developmental regulations and with principles and practices of effective planning and land use.
  • Oversees the collection, organization and maintenance of social, economic, governmental, regulatory and census data for use in technical studies and reports; directs and participates in studies and collection of data in the field as needed. 

Minimum Training and Experience Required to Perform Essential Duties and Responsibilities:

Special Requirements:

  • College Degree or equivalent work experience.
  • Certified Flood Plain Manager or be certified within 6 months.

Minimum Physical and Mental Abilities Required to Perform Essential Job Functions:

Physical Requirements:

  • Ability to operate a variety of automated office machines including calculator, copier, personal computer, printer and telephone.
  • Ability to operate a motor vehicle.
  • Ability to exert physical effort in sedentary to light work involving lifting, carrying, pushing and pulling.  Ability to stoop, kneel, crouch and crawl.  Ability to climb and balance.
  • Ability to lift and/or carry weights up to twenty-five pounds.

Supervisory Responsibilities:

  • Ability to assign, review, plan and coordinate the work of other office employees.
  • Ability to provide instruction and training and to respond to office employees’ problems.
  • Ability to recommend and approve the discipline or discharge of other office employees.
  • Ability to recommend and approve the transfer, promotion, or salary increase of other employees.
