The meeting will be in Lafayette at Ivy Tech. Please note that we will be in the Auditorium and not the usual class room where we have met in the past. We plan on visiting construction sites so bring your hard hats and boots. As always everyone is welcome to attend so invite a friend.

Vision Statement

We dedicate ourselves to protect Indiana’s waters and minimize pollution associated with land development construction and post construction through professionally administering the National Pollutant Discharge Elimination System stormwater requirements.

Mission Statement

Improve compliance with stormwater regulations through the review of Stormwater Pollution Prevention Plans, effective site inspection, education and effective communication.

Strategic Plan

Goal #1 – Create a formal Stormwater Pollution Prevention Inspectors Group

Objective #1 – Prepare a Strategic Plan outlining Vision, Mission, and Objectives of the organization by August 1, 2009.

Strategy #1 – Ask for a volunteer or create a subcommittee to begin to develop document with input from all current members.

Progress: Glenn Lange, Randy Braun and Michelle Dillon have volunteered to prepare a draft plan. Draft to be completed by August 1, 2009. Final draft prepared on 8/17/09 and distributed to members.

Objective #2 – Create an Organizational Operation Plan (How we are going to operate) document within 2 months after completion of strategic plan.

Strategy #1 – Create a subcommittee of Stormwater Pollution Prevention Inspection Group current members to prepare document.

Objective #3 – Evaluate progress of Objectives and update document at least once each year by March 1st.

Strategy #1 – Designate the February meeting as the Strategic Plan update meeting to discuss accomplishments and modifications to the plan.

Strategy #2 – Distribute Strategic Plan to all members at least two months prior to update meeting and request potential changes.

Goal #2 – Build membership capacity

Objective #1 -- Increase membership of the organization to 40 members by January 1, 2010.

Strategy #1 – Create a current member list with contact information and distribute to current members.

Strategy #2 – Send a letter to all MS4s describing our organization and offering membership.

Goal #3 – Improve the professional development and education of organization members

Objective #1 -- Increase the number of professional certifications to 50 % of eligible members by January 1, 2011.

Strategy #1 – Provide appropriate training sessions and certification tests at least once per year.

Objective #2 – Provide educational opportunities for inspectors to meet PDU criteria to maintain said certifications.

Strategy #1 – Invite speakers to attend inspector meetings to present information on new technologies.

Objective #3 – Provide education opportunities for conducting post construction BMP inspections.

Strategy #1 – Provide field trainings at various MS4s no less than one time per year.

Goal #4 – Develop better communication between regulators, inspectors and land management interests

Objective #1 - The Stormwater Pollution Prevention Inspectors Group will meet every two months

Strategy #1 – Meet in the following months: February, April, June, August, October, and December

Strategy #2 – Rotate meeting site around the state

Strategy #3 – Conduct a meeting, by August 2010, where inspectors and MS4 administrators are present in which the objectives of the group are discussed and department protocols can be streamlined to integrate said objectives.

Objective #2 -- Create a Stormwater Pollution Prevention Inspectors Group addition to the INAFSM web site by January 1, 2010.

Strategy #1: Designate a web person to coordinate additions to the INAFSM website.

Goal #5 – Develop consistent Stormwater Pollution Prevention Plan (SWPPP) operational procedures

Objective #1 – Develop a standardized set of construction BMP inspection criteria by August 2010.

Strategy #1 – Create a subcommittee of the Stormwater Pollution Prevention Inspectors Group to make appropriate recommendations on the standardization of compliance inspections.

Objective #2 – Develop a standardized set of post-construction BMP inspection criteria by August 2010.
